As a result of operational and investigative measures, it was established that Saidov I.M., the founder and head of LLC "Davlatmand" in the city of Kulob, participated in tender competitions in 2023 and 2024 for the "Reconstruction of Pedestrian and Local Urban Roads in the City of Kulob" and the "Repair of the External Appearance of Residential Building Facades on the Streets of Kulob" and was declared the winner of these tenders.

Subsequently, Saidov I.M., with the intent to misappropriate budget funds, deliberately inflated the volume, norms, and cost of materials used in the construction work documentation for May and June 2023–2024 while performing repairs on the aforementioned projects. Through these actions, he embezzled 189,741 somoni, which he used for personal needs, thereby causing significant material damage to the state.

A criminal case has been initiated against Saidov I.M. under Articles 245, Part 4, Clause "b" and 340, Part 2, Clause "a" of the Criminal Code of the Republic of Tajikistan. Upon completion of the preliminary investigation, the criminal case was forwarded to the court for substantive consideration.
